Construction sites remain an easy target for opportunistic thieves, particularly as the price of key materials continues to rise. 

Recently released statistics from the National Insurance Crime Bureau (NICB) and the National Equipment Register (NER) estimate construction site crime costs between $300m and $1b annually.

Despite growing crime rates, site owners and construction project managers leave themselves vulnerable by failing to take adequate security precautions.

How Do You Perform a Security Risk Assessment?

The most important part of planning any job site security response is a risk assessment.

Our template is the perfect place to start if you're unfamiliar with completing a risk assessment.

Feel free to adapt our template as required for your site; we have tried to keep things as general as possible while focusing on the threats our clients have experienced. 

Your risk assessment should cover all the potential threats and hazards that could impact your construction site and assess their likelihood and impact on your project should they occur.

For each of the threats you list, there is a column to list any countermeasure you intend to put in place to help mitigate against the likelihood or impact of the threat.

How Does a Security Risk Assessment Work?

The core elements of a risk assessment are: 

  • Identifying the potential security risks on your construction sites

  • Identifying which assests are most vulnerable

  • Assessing the likelihood that criminals will target you

  • Estimating the severity of any theft, vandalism, or arson attacks

Our isk assessment template includes a color-coded ‘Threat, Vulnerability, and Risk' matrix where you can utilize a visual ‘traffic light’ system, but you may find another presentation format easier to use. Again, feel free to adapt as needed.

What Assets on a Construction Site Need Securing?

Most construction sites contain valuable tools, machinery, materials, and more. 

In our risk assessment template, we help you identify the key assets on your site most at risk from thieves and vandals. 

This includes but is not limited to, assets such as:

  • Construction Materials: This includes valuable job site items such as timber, copper, concrete, and paint. The price of these materials continues to rise, making them a prime target for organized and opportunist theft.

  • Heavy Machinery: This includes any heavy goods, including excavators, bulldozers, forklifts, telehandlers, and more. These are extremely high in value, but unlikely to be targeted by thieves due to the difficulty of moving and reselling them. Fuel bowsers and loaders are the most commonly stolen machinery / heavy goods.

  • Tools: Tools are commonly stolen items from construction job sites. At first, you may not miss hammers, screwdrivers, power drills, etc., but the time lost and the inconvenience of replacing these items can significantly impact your projects.

  • Buildings/Cabins: Buildings and cabins are likely to be targeted both for their contents and by thieves looking for keys to vehicles and plants.

  • Vehicles: Vehicles can be targeted for their value, for their catalytic convertors, and to be used to load up other goods from your sites.

What Security Threats Do Construction Sites Face?

Our security risk assessment will help you answer some key questions about the types of security threats you're likely to face, including where the threat is likely to come from and whether the threat is theft, arson, vandalism, or trespass.

Studies of local crime rates, knowledge from previous projects, and national statistics can help shape your answers to this section.

  • Protestors

  • Urban explorers

  • Terrorists

  • Employees

Remember to review your risk assessment every time your sites change or develop. Changes to your site can result in new vulnerabilities that your original plan did not consider.
